The monthly meeting on Friday at O.tautau was attended by Crs.- W. J. A. McGregor (chairman), D. Teviotdale, F. J. Liriscott, W. T. James,' W. B. Hopcroft, Jas. H. Smith, H. F. Blatch, Jno. Horrell and Gep. Stroud. The chairman, in moving a motion of sympathy to the relatives on the bereavement suffered in "the deaths, of Mrs Jno; Horrell, Mr Malcolm Mouat snr. 3 and Mr Erskine Bowmar, said the first two were of tl^e, real ' old pioneering arm}', while the latter was one. of the Colony's fir§i geiier at ion, w'lio had been imbued with;' the right spirit to carry on as the. old pioneers had done; They. were:., all pioneers who" had served their day and by their' example blazed the trail in which we "should follow with that same" spirit of sturdy individual effort and self-reliance inherited: by us from them. .The same .spirit that has pub! . Milward Acting Engineer, Southland County, forwarded a draft copy of a proposal to conduct all >? ». t> Scheme Relief Work on a Contract basis by means of a Co-operative System. The Council to consider the following- questions in regard to this matter : (1) Would the contract system be preferable to Council and farmers than the day labour system existing now ?3 v (2) Assuming an affirmative answer to (1), would the Council be favourable to putjbing the whole' of the Relief Work on Contract or only those workers operating from the City. (The former scheme requiring probably 2 extra temporary Assistant. Engineers and the latter only one) ; (3) Would the Council be willing to bear the overhead cost' . or would this be passed on to the farmer .by increasing the percentage?
