DEATH AS PENALTY
"Offences Against Peace” In East Germany BERLIN, Dec. 13. The East German Communist Parliament today threatened death to all Germans convicted of collaborating with the military policies of the Western Powers. A law listing six classes of “offences against peace,’’ for which death is the penalty, was unanimously approved at its first reading today. The law will go into effect after its second reading on Saturday. Offenders against the peace are defined as those who recruit German mercenaries, try to entangle Germany in an aggressive military bloc, glorify the use of atomic weapons, stir up hate against other people, propagate aggressive war, or make the peace movement seem contemptuous. Western observers said the draft law could apply to West German members of Parliament who advocated German units in a Western European defence force. The law provides for penal servitude and terms in labour camps, in addL tion to the maximum penalty of death for “offences against peace.”
