ON STARVATION DIET RESULT OF SOVIET ACTIONS Rec. 11.40 p.m. NEW YORK, May 26. The Austrians have been reduced to a starvation diet as the result of the Russian seizure of their farm products, livestock and other resources in violation of Soviet pledges, according to General Mark Clark, former commander of the American occupation forces in Austria, in a broadcast. “My protest to the Russian commander on this and other seizures was answered with the reply, ‘it is in accordance with the Potsdam Agree-

ment.’ I say definitely it is not in accordance with our agreement at Potsdam.” General Clark said that since the first Austrian election, the Russians have been giving extra food and higher wages to Austrians who would join the Communist Party. ' He added that to be “firm anddefinite” with the Russians did not increase the chances of war, but on the contrary, would reduce them.
