BLACK MARKET NECESSARY EVIL (Rec. 9 p.m.) LONDON, Jan. 4. The Italian Government’s weekold campaign against the black market has been called off to enable the capital to be fed, says the Rome correspondent of the Daily Telegraph. The police 9hief said he estimated that 20,000 persons were making a living by hawking rationed goods, and had been reduced to dire straits by the suppression of their trade.
