UNITED STATES PLAN (Rec. 11 p.m.) NEW YORK, Oct. 3. The War Department will present to Congress a compulsory training plan under which annually 726,000 youths between the ages of 18 and 20 will receive six months’ army training, followed by six months in reserve units. After the Secretary of War, Mr R. P. Patterson, had outlined the plan to the American Legion's convention at San Francisco, the legion headquarters made a statement that the army training period should be reduced to four months.
