PEACE CONFERENCE

AMERICAN SUGGESTION WASHINGTON, Dec. 12. Mr James Byrnes told the press he will seek Russian co-operation in creating a United Nations Commission on Atomic Energy at Moscow. Mr Byrnes will leave for Moscow to-morrow with six assistants, including the Government adviser on atomic problems, Dr James Conant. president of Harvard University. Mr Byrnes said he intended to renew his suggestion for a general European peace conference, which he termed essential to a speedy return to normal conditions. Mr Byrnes cautioned pressmen not to expect too great accomplishments at Moscow. He emphasised that it was not a peace conference but a meeting held in accordance with the Yalta agreement to exchange views. He added that such meetings were far better than correspondence and served to keep open the lines among the “ Big Three.” The State Department admitted that news from the Moscow conference would be censored by the Russians and no special facilities for the transmission of news would be established for the foreign press.
