CONTINENTAL FRANCE
CIVIL ADMINISTRATION^ RUGBY, Aug. 25. By means of exchange of letters with General Koenig in London, states a Washington message, General Eisenhower to-day put into effect - certain arrangements with respect to the administration of civil affairs and related siibjects in Continental France. The terms were agreed to between the French and American representatives in Washington. These deal with civil administration and jurisdiction, currency, captured war material and property, news dissemination, and distribution of civilian relief supplies.
The arrangements are designed to facilitate as far as possible, first, the direction and co-ordination of assistance which the French authorities and the people will be able to render to the Allied expeditionary force in France; secondly, the adoption in France of all measures deemed necessary by the Supreme Allied Command for the successful conduct of military operations; thirdly, the orderly resumption of resrfnsibility for civil administration by Fi«:nchmen.
