RULE BY DECREE

JAPANESE GOVERNMENT NEW YORK, Feb. 3. The Japanese Prime Minister, General Tojo, has demanded from the Japanese Diet sweeping new powers permitting him and his Ministers to rule by decree. Reporting this, the Tokio radio said that General Tojo added that her conquests had given to Japan resources far superior to those of Britain and America, and had already created a solid basis for certain victory.
