SIX MILLION CONSCRIPTS PREPARING FOR LONG WAR (Rec. 0.30 a.m.) CHUNGKING, July 15. General Cheng Cheh Yuen announced that the Chinese Government is conscripting 6,000.000 men aged between 13 and 40 in preparation for a further three years of war. General Cheng said the men would be fully trained. All would be required to drive the Japanese from China. The new army, he said, would be drawn from rich and poor alike, which was a revolutionary departure from the system in which the wealthy were permitted to purchase exemption. From now on, regardless of economic status, and whether they were Government officials or farmers, all would be liable for the draft.

At present. General Cheng said. China had 5,000,000 regular troops and 800.000 guerrillas. In addition, there were 15,000,000 in reserve units undergoing training.
