BRITISH RULE IN INDIA
CONGRESS RESOLUTION WITHDRAWAL PROPOSED (Rec. 7 p.m.) WARDHA, July 14. The Indian Congress Working Committee has published a resolution proposing the withdrawal of British rule from India. The resolution states that the committee has no desire to embarrass Britain or her Allies in the prosecution of the war or to encourage aggression against India or pressure on China by Japan or any Axis Power. The proposal for the withdrawal of British power was never intended to mean the physical withdrawal of all British people from India, and certainly not those who make India their home and live as citizens and the equals of others. The resolution appeals to Britain to accept the proposal and makes it clear that if the appeal is rejected Congress, under Mr Gandhi's leadership, will be reluctantly compelled to utilise all its non-violent strength for the vindication of its political rights and the liberty of India.
MR GANDHI’S DECLARATION
“ THIS IS OPEN REBELLION ”
(Rec. 11.30 p.m.) WARDHA. July 15. After the Congress Working Committee had approved the resolution, Mr Gandhi was interviewed. He said:
“ There is no room left for negotiation. Either they recognise Indian independence or they don't.” He insisted that the proposal was intended not only to help China, but also to make common cause with the Allies. “There is,” he added, “no question of one more chance. After all, this is open rebellion. I conceive a mass nonviolent movement on the widest possible scale and intend to make it as short and swift as possible.” The resolution will be referred to a meeting of the All-India Congress Committee on August 7 for a final decision. The resolution proposes that on the withdrawal of British rule from India representatives of all the important sections of the people should meet and evolve a scheme by which a constituent assembly can be convened to draft a Constitution for India.
Dr Azad, president of the Congress, said the resolution was not an ultimatum. but only a reiteration of a national demand.
