FULL INVESTIGATION

PEARL HARBOUR DISASTER - DEMAND IN CONGRESS WASHINGTON, Jan. 27. A full Congressional investigation into the Pearl Harbour disaster was demanded in Congress by members of both major political parties, who declared that the Roberts report uncovered a picture of incompetence which should be further explored. It was indicated ,at the White House that President Roosevelt does not intend to order a court martial for Admiral Kimmel and Lieutenant-general Short, leaving further action to the Secretary for War, Mr H. L. Stimson, and the Secretary for the Navy, Colonel Frank Knox. It is learned that Kimmel and Short are not subject to the Articles of War regarding court martial because their offence was committed when the country was still officially at peace. Senator A. J. May, chairman of the House Military Affairs Committee, said: " I will certainly get my committee into action if there isn't a court martial or if the President • doesn't dismiss Kimmel and Short. - The Roberts report was good as far as it went, but it leaves more blanks than it fills in. The system seems wrong. Congress should institute unity of command." Representative M. J. Maas said: "The tragedy is a tragedy of the system, not of the individual. There isn't any co-ordination between the Army and Navy."
