AMERICA AND INDO-CHINA DOMINION BUTTER DETAINED SAIGON, Sept. 17. The Associated Press correspondent says a serious controversy has arisen between Indo-China and the United States because cargoes, particularly butter from New Zealand destined for Indo-China, has been detained at Manila. The cargoes were licensed before the agreement between Japan and France concerning Indo-China and the freezing of Japanese funds. The French have officially protested, complaining that the action is retroactive. They said the goods were for private use and would net reach the Japanese. The cargoes include trucks, automobiles, flour and steel.
