BULGARIA'S POLICY
REPLY TO RUSSIAN NOTE NO AGGRESSIVE INTENTIONS LONDON, Sept. 16. The Bulgarian Note of reply to the Russian warning denies aggressive intentions against Russia, and declares that Bulgaria has taken only defensive and precautionary measures. Bulgaria protested against the assertion that a change in the penal regulations was in preparation for an attack against the Soviet Union. The change was entirely of internal significance. It was regrettable that the Soviet Union misconstrued the facts of Bulgaria's domestic life, otherwise it would not have ground for complaining of Bulgaria's disloyalty to Russia. The statement that Bulgaria has become a German and Italian base for hostilities against the Soviet Union esoecially surprises the Bulgarian Government, which knows nothing of provocative action against the Soviet Union on Bulgarian soil. The Note alleges thcjt bombs dropped over Bulgaria proved to be of Soviet origin.
