Mr Cordell Hull, when asked whether the Government would consider such overtures, said he had no information on the subject and would rather not discuss it. Other quarters saw the proposal as an officially inspired feeler reflecting Japanese anxiety over Washington’s attitude if Japan pushes her programme of East Asia expansion. These officials contended that so long as Japan was an aggressor and actively linked with the Axis Mr Matsuoka would be an unwelcome visitor. ’ .
