SOVIET LABOUR PLAN DEARTH OF SKILLED MEN ' V LONDON, Nov. 2. Plans to conscript between 800,000 and 1,000,000 Russian boys, in the 14 to 17 age groups each year for labour schools, to learn manual trades and railway work, are: re-. ported by the Daily Telegraph Moscow correspondent. , "After that," he adds, " they will b<? sent for four years of compulsory paid work in any part of the Soviet. . , ~ . " This' harsh measure is probably necessary owing to the burden, ol armaments and the dearth of skilled labour, but it is doubtful whether the Kremlin realises the upheaval it will cause among the youth of the nation." The correspondent says that the cost of living in Moscow has risen 80 per cent, in the past year, and that wages are being squeezed by the tightening up of piece rates and general cancellation of methods of earning extra money. "Great numbers of lower-grade workers," he says, "are being put off as a result of the two-shift system and the return to the eight-hour day, which may become a 10-hour day next year. Many of these are being sent back to their villa-^es."
