(Received Dec. 1, at 11 p.m.) The biography of President Rocrevelt by Emil Ludwig, just published, states that the President may be elected for a third term in the event of a European war breaking out before the end of his current administration. Otherwise he may even resign before 1940 and pursue forestry, in which he is intensely interested, and write. Mr Ludwig decries the appellation of dictator to President Roosevelt, saying that he represents perhaps the last attempt to carry out a social revolution without resorting to force. “ President Roosevelt’s significance for us Europeans is greater than that of any preceding President except Lincoln and Wilson. I believe he holds in his hands the key to peace.”
