(Received Feb. 4, at 1.15 a.m.) The Times Hague correspondent says the Government has instructed the Dutch Minister h Berlin to inquire the real meaning of the passage in Herr Hitler's speech declaring Germany's readiness to guarantee for all time the neutrality of Holland. No such declaration has reached Holland through ordinary diplomatic channels. Herr Hitler's speech similarly referred to Belgium, but the Morning Post's Brussels correspondent says no direct proposal has yet reached the Belgian Government. In any case Belgium will not consider returning to pre-war neutrality, which it is pointed out ceased when Germany violated it in 1914. It will not be revived.
