BALCLUTHA There was a full attendance of councillors at the monthly meeting of the Balclutha Borough Council on Wednesday night, the Mayor (Mr D. T. Fleming) occupying the'chair). The treasurer reported that the district fund account showed a credit of £IBO 14s sd. The report was adopted and accounts amounting to £4lO 11s Id were passed for payment. Cr M'Neil, in the course of his report as chairman of the Works Committee, stated that a pipe drain from Charlotte street to the creek at South Balclutha was being put in. The kerbing and channelling in Paisley street had cost £3 Is 8d per chain and that in Glasgow, street £3 15s. A discussion took place on the question of breaches of the borough by-laws and the traffic inspector (Mr G. W. Wood) was instructed to keep a stricter watchin an endeavour to prevent further infringements. The secretary of the South Otago Hospital Board wrote in regard to the deputation from the Borough Council asking the board to reconsider its decision to install its own water supply, and that the board wag now awaiting a report from its Works Committee.—Received. The district traffic manager, New Zealand Railways, wrote stating that as the motor goods service licenses expired on May 31 and would he coming up for renewal shortly, he would suggest that the council-appoint a delegate to appear and give evidence on behalf of the Railways Department before the licensing authority. —The letter was received. The secretary of the South Otago Hospital Board advised that the board had resolved to levy on the contributing local bodies the sum of £6858 9s Sd, of which the council’s share would he £353 11s 6d. — Received.

The chairman of the District Highways Council wrote regarding heavy motor vehicle regulations and stated that’ where the route extended beyond the boundaries of more than one local body,, it would be better and more workable for the Highways Council to issue one license to cover the whole route.—lt was decided to agree to the proposal. Discussing the proposed new waterworks scheme Cr Stevenson said the time was ripe to go ahead with the work, and he would move that application be made to the Local Bodies Loans Board for permission to raise a loan of £2600 for improvements to the waterworks.—The' motion was carried. Cr Stevenson moved that details of the scheme be sent to the Fire Underwriters’ Association, which was disposed, if the scheme were ,carried out, to give the ratepayers an even larger reduction in insurance premiums tiffin had been anticipated.—Carried. Cr Copland referred to the recent visit of aero club officials to the lower reserve, and the verdict of the visiting officers as to the suitability of the ground on the south side of the railway line for an airport. Those present had agreed that an idea oj: the cost should be obtained, and that the Borough Council should go ahead in the matter. The Government was not prepared to give a grant, but would be prepared to do the engineering work required. The airport would probably he used a great deal, as it was very difficult to get a good landing ground in Dunedin owing to the prevalence of fogs and mists.—Cr Hunter said they should realise that the south side of the railway line was leased by the Railways Department to the Cow Owners’ Association for seven years, and it was questionable if the council had the power to deal with it in the way proposed.—After discussion the following committee was set up to meet the members of the South Otago Aero Club:—Crs Copland, Gorniack, Buchanan, Hunter, Bower, and the Mayor.
