A MILITARISTIC AIR MEMBERS IN UNIFORM. BERLIN, December 12. A militaristic air pervaded the new Reichstag when it assembled in the Kroll Opera House. Over 600 members were in uniform, the majority being in brown Nazi garb and red brassards, reminiscent of a war-time gathering. Thousands of spectators were disappointed at the absence of Herr Hitler, who was welcoming the cruiser Koln at Wilhelmshaven from a world cruise. The House elected Herr Goering President by acclamation, and chose three new vice-presidents. The proceedings were short and snappy. The session l , which was the briefest on record, lasted eight minutes.
