RATING LEVEL UNCHANGED BUDGETING FOR A DEFICIT. ■ ' : ii (Per United Press Association.) AUCKLAND, Jiine 15. The City Council this afternoon decided to strike a rate of 3s lid in the f, the same as last year. The Mayor (Mr G. W. Hutchison) in a statement, referred to the amount of outstanding rates. He said he was of the opinion that first mortgagees must now be called upon to pay the arrears of rates on their securities, otherwise an injustice would be done to those ratepayers who paid. Referring to adverse factors, he said the reduction in valuations amounted to £124,000 which, on the basis of a 3s lid rate, represented a revenue loss of £24.284. Relief works’ supervision cost £6BOO more than the estimate; and exchange this year would cost £36,600. These last two items represented 4ld in the £. The council was budgeting for an estimated debit balance of £12,238, and, under the conditions ruling, it was considered not unreasonable to carry , that 1 amount. '
