PROTECTION OF REPUBLIC BERLIN, ’ December., IS. (Received Deo. 19, at 6.28 a.m.) Cabinet has agreed on-the main provisions of the. new Act for,the protection of the republic replacing the law which expires at the end of. the year. The Act will rescind several drastic penalties, especially those affecting terrorism and the' liberty of the press, although Herr Schleicher emphasised that be would deal drastically with excesses.
