UNSUCCESSFUL NEGOTIATIONS M. BONCOUR’S ATTEMPT (United Press Association.) (By Electric Telegraph—Copyright.) PARIS, December 16. M. Chautemps, after conferring with M. Herriot, announced that he was seeking a formula for conciliation between M. Herriot and the Chamber of Deputies, Postponement of payment did not remove the problem. Negotiations remained indispensable, and negotiations presupposed payment. Therefore it remained to determine the conditions of payment; M. Chautemps added that he was taking soundings regarding the Chamber’s attitude. He would not form a Cabinet without M. Herriot’s collaboration. M. Herriot is adamant, refusing the Foreign portfolio, wherefore M. Chautemps has abandoned the formation of a Cabinet, -which M. Boncour has undertaken.
