The Chelmsford Prison in England is to be reopened this month, for a very excellent reason. It is to be used for younger men serving their second or subsequent sentences, so as to separate them from older criminals. It is hoped thus to reclaim these prisoners, and the members of the Chelmsford Rotary Club have been invited to visit them from time to time, to befriend them, and to take steps to help them at the time of their release.
