The immense area and population of India, the diversities of race, creed, and caste, the overwhelming predominance of the r ? r “:,. population * high percentage of ■ illiteracy, the standing menace of the North-west Frontier, and the existence of inter-State differences, were facts which must be provided for. He was persuaded thaj; the ultimate form of the Indian constitution would not be a mere imitation of some existing scheme which had been worked out in perfectly different conditions in another part of the world, hut one really suited to the special circumstances of the Indian case. i FEDERAL RELATIONS. THE COMMITTEE ENLARGED. _ RUGBY, November 27. —-he Federal Relatione Committee of the Indian Round Table Conference held a brief meeting this afternoon, when it was decided to co-opt all the delegates to the conference not previously on the committee. This course was taken at the request of the British Indian delegation to secure the representation of all interests on the committee. Consequently, when the committee meets tomorrow, it will constitute a committee of the - whole conference, 1 ' ,* 8 expected that .the first business will be to examine the heads of subjects,” as submitted by Lord Sankcy, for future discussion."
