RUGBY, November 5, (Received Nov. 0, at 5.5 p.m.) , Delegates from all the British coalfields are to-day attending a special conference in London of the Miners’ Federation, which will consider the proposals for the coal industry which the Government will embody in legislation during the present session. The conference will*also give authorisation to the Miners’ Executive to take part in to-morrow’s joint conference, which has been called by the Government.

The Government proposals provide for reducing the working hours to seven and a-half from April 6 next, gradual State acquisition of mine royalties, and schemes for the regulation l of prices and output.
