RESUMPTION OF RELATIONS,
THE CONSERVATIVE ATTITUDE.

RUGBY, November 2.
The Conservative Opposition has tabled an amendment to the Government's motion on Russian relations, which will be debated in the House of Commons next Tuesday. The Government motion is in the following terms: —" That this House is of opinion that a resumption of full diplomatic relations between this country and Russia is desirable, and approves of the procedure for a settlement of the questions outstanding between the two countries, including those relating to propaganda as set out in the protocol of October 3."
The Conservative Opposition deplores the failure of his Majesty's Government to maintain the conditions which the Prime Minister and the Foreign Secretary laid down for a resumption of diplomatic relations, and condemns the resumption of such relations until these preliminary conditions have been_ satisfied.
