President Coolidge upset the calculations of Congress by submitting the proposal that only 12,370,000d0l be appropriated for starting the five new cruisers and one aircraft carrier during the fiscal year, beginning on July 1. President Coolidge and the Budget director (Mr Lord) disregarded the desire of Congress to begin work immediately by failing to submit any estimate for construction at this time. Congressional leaders had wanted twice as much money as the President is now seeking to have authorised. They desired at least 12,000,000d0l for immediate work, and a further 12,000,000d0l for next year. The Senate’s Appropriations Subcommittee of Naval Affairs promptly called an executive session and questioned Mr C. D. Wilbur regarding the President’s action. There is much discussion about appropriating the money without the sanction of President Coolidge, but this would involve numerous entanglements.—Australian Press Association.
