NAVAL LIMITATION
MR BRITTEN’S PROPOSALS. . IGNORED BY WASHINGTON. (United Press Association,} (By Electric Telegraph—Copyright.) WASHINGTON, December 1. (Received Dec. -3, at 6.5 p.m.) Following a conference between Sir Esme Howard and Mr Kellogg, the State Department announced that the British Ambassador had not submitted Mr Baldwin’s reply for transmission to the chairman, Mr Britten. Beyond, stating that the proposal was without precedent, Mr Kellogg is working in harmony with Mr Britten on it. The Ambassador did not discuss the matter, but indicated, however, that he would'not consider the transmission of the reply from the British Embassy to Mr Britten, inasmuch as it would constitute a breach of diplomatic procedure, unless approved by the State Department. The State Department is reticent, apart from leaving the impression that it would ignore Mr Britten’s communication.^—Australian Press Association—United Service.
