ARTFUL NEGRO SEAMAN. NEW ORLEANS, December 5. Thirty-five naval vessels in the Gulf of Mexico and adjacent waters have confessed themselves beaten, at least temporarily, since the French schooner Arsene, commanded by a resourceful negro, Frank Wood, showed a clean pair of heels to a revenue cutter three days ago. The Arsene, which kidnapped two American prohibition officials who attempted to arrest her last week, is reported to have reached Bluefields (Nicaragua).
