CAPTIVE IN TURKEY
FRENCH STEAMER OFFICER. CONSTANTINOPLE, September 12. The Minister of Justice (Essad Pasha) will go to The Hague to present to the International Court the Turkish side of the case in which the chief officer of a French steamer which sank a Turkish collier is held in custody.
