CHRISTCHURCH CITY COUNCIL. LABOUR MEMBERS RETIRE. (Per United Press Association.) CHRISTCHURCH, January 14. In order to register their protest against the decision of the City Council to limit the length of speeches from tire Labour members, Councillors H. T. Armstrong, M.P., C. Carr, F. R. Cooke, and Mrs M‘Combs retired with precipitation from a special meeting of the council'which was held to-night, and so left the meeting without a quorum, and consequently without the capacity to carry on. The business of the mooing was to adopt a *new set of standing orders and certain progress had been made when the time limit question led to the disruption. '
