FORMULATION OF NEW TREATIES. ADJUSTING TARIFF DISCRIMINATIONS. Association—By Telegraph—Copyright WASHINGTON, October 10. (Received Oct. 11, at 7.35 p.m.) Eie State Department has announced that it has begun the negotiation of a treaty of unity and commerce with tiermany. This is one of a number of commercial conventions which America is negotiating with foreign powers. The State Department found some difficulty m the fact that several countries complained that the American tariff discriminated against them. The United States Taritt Commission is preparing a report with a view to correcting these discriminations, and at the same time it is also advancing for* diplomatic consideration a correction of the discrimination of foreign tariffs against the United States.—A. and N.Z Cable.
