THE DEFECTIVE FOUNDATION. (Peb United Press Association.) CHRISTCHURCH, September 13. Mr Kisecll, acting-chief electrical engineer of the Public Works Department, and Mr Gavoy, electrical engineer in charge of the Lake Coleridge installation, returned to-night from the lake, whither they went on Sunday to investigate the trouble dis-, covered in connection with the concrete foundation at the new unit. Mr Kissell states that the trouble was not of a serious character, though it would probably result in the postponement of the commissioning of the third pipe line recently finished. But for the trouble it was hoped that the third pipe line would have been put into commission before the end of this month.
