NEW YORK, November 25. (Received Nov. 27, at 0.5 a.m.) Despatches from Vladivostock say that General Semenoff has interrupted telegraphic communication between Omsk and Vladivostock, asserted his jurisdiction over the Amur, Usuri, and Trans-Baikal district, and established his headquarters at Chita.—A. and N.Z. Cable.
