The Council adjourned at 2.48 p.m. HOUSE OF REPRESENTATIVES The House mot at 2.30 p.m. SECOND READINGS. Tho Hon. Mr BUDDO moved the second reading of the Waimakariri Harbour District and Empowering Act Amendment Bill. He explained that the main purpose of the Bill was to exclude the Borough of Rangiora from (lie harbour rating area. Both R-angiora and Kaiapoi—the rival town — had agreed to this course because Rangiora, being hostile to a harbour at Kaiapoi, would vote against a loan, and consequently no harbour improvements could be made. After a brief discussion, the Bill was read a second time. • The Wellington City Trading Departments Reserve and Renewal Funds Bill (Mr WRIGHT) was read a second time without debate.
