THE SUBMARINE SCARE.
NEW YORK, April 19. Some United States naval officers believe that four German submarines have been despatched to American waters. •No further official statement has been made regarding the firing off the coast near Cape Cod. There are many conflicting unofficial explanations. CONFERENCE WITH ALLIES. AFTER-THE-WAR TRADE, MOST DIFFICULT QUESTION. NEW YORK, April 19. The New York Times Washington correspondent states that one of the most difficult questions Mr Balfour will be called on to disenss is the United States policy towards the Paris Conference, particularly the economic agreement as to tariff discrimination against Germany. The correspondent recalls that President Wilson once said he disapproved of a trade war after the -war. THE BRITISH COMMISSIONERS. WASHINGTON, April 19. The British Commissioners include Mr Balfour, the Hon. Eric Drummond, Mr lan Malcolm, M.P., Captain Dormer, R.N., Mr F. G. A. Butler, Admiral de Chair, Fleet-paymaster Lawford, Majorgeneral Bridges, Captain Spencer Clay, and Lord Cunliffe (Governor of the Bank of England).
. FRENCH COMMISSION. WASHINGTON, April 19. The French Commission comprises M. Viviani, General Joffre, Admiral Ghoohepoat, and the Marquis de Chanibrun.
