I feel it scarcely necessary that I should tender any apology for offering my services as one of your Councillors. , have resided and carried on business m your City for the past 44 years, and for airy success achieved I have to thank the Citizens of Dunedin. Whatever means I have saved by hard work have been expended in buildings and improvements, and I have tried to do my share in enriching and developing tho city we all love. At the present time I am a very considerable ratepayer, and am therefore vitally interested in the pity s progress, as well as seeing that its affairs are prudently conducted with the object of preventing any undue increase of rates. In my humble judgment there are several departments requiring serious consideration and improvement: The Tramway facilities can bo greatly improved in the interests of the citizens. To begin with, while it may appeal to some to bo the right thing to transfer profits to tho general account, my opinion is that every penny of profit after making proper provision for depreciation and sinking funds, should be devoted : to_ extending the system, particularly to terminal points, and in providing the necessary equipment to do away with the disgraceful overcrowding which goes on at the present time. This latter is both indecent and a menace, to public health. Even cattle are allowed more breathing space in ■ railway trucks. I am also convinced that ' more liberal concessions should be made to • users of the trams to terminal points, and this branch of tramway business encouraged • by every means. The question of supplying motoV services for outlying districts,'to act as feeders, is one that merits serious thought. I am of ®pinion that the time has arrived when the city should have a publio Meat, Fruit, Fish, and Vegetable Market, where the workers could be supplied with . their requirements at the lowest possible price, and if you do- me the honour of electing me as one of your representatives I will, in season and out of season, work to carry this scheme to a successful issue. Then, again, the Electric Power and Light Department, which is now becomin 0 * a powerful help in tho life and business of the people, is one that wants careful overlooking. As a considerable user of electric energy, I am convinced that the small users are penalised compared with large consumers who havo been fortunate enough to make contracts. This should not be, as every ratepayer is responsible for the largo sum the works havo cost, and every consumer, whether large or small, should be treated fairly and justly, and on an equitable basis. _ Another matter I think should be considered, and that is the unreasonably large tax that is levied on the unfortunate ratepayer or user who happens to overlook his gas or electric account on tho date fixed for payment. The penalty is, to my mind, out | of all reason, and should be very much reduced. With regard to our Water Supply, while, for tfre reason that we have undertaken to supply outside bodies, it may bo necessary to largely increase it. I am convinced "a great deal can be done by a proper system i of control and inspection. Thtf Council > should govern the mater from the reservoirs , to the outlet at ,the tap. and from my experience I am certain if all wastage was stopped wo would not bo faced from time to time as wo arc with a water famine.
