TO PREVENT WAR

Lord Bryce has unfolded a scheme for a League of Nations to prevent wax. It -was drawn np two years ago, and it is bolder than America's plan, advocated by Mr Taft and approved by Mr Wilson. The British scheme suggests a Judicial Tribunal and a Conciliation Tribunal, to which disputes shall be submitted, the latter body (Conciliation Tribunal) dealing with questions unsuitable for legal hand- . . , . The scheme contemplates, although it does not definitely enjoin, the use of common force to effect its decisions.
Lord Bryce, in a prefatory' note, expresses the hope that the scheme 'will pave the way for a post-war discussion on how to deter aggressive Governments from war, or how to mako war less probable. Signatories 'will be required not to declare ■war or to prepare for hostilities until a definite period after the tribunal announces its awards, otherwise the league -will collectively act against the aggressor.
