The Hon. A. F«- Kemp succeeding General Sir Sam Hughes as head of the Department of 'Militia and Defence Canada, is a practical business man of exceptional ability. .For nearly two years he has been at tho head of the War Purchasing Commission, under tho supervision of which nearly half a billion of British and Canadian money has boon expended for war equipment and material. He has eliminated the patronage system, and made the Canadian army one of the best-equipped and maintained - forces in tho war.
