In proposing the toast of tito Railway Officers' Institute at the farewell smok" concert given on Saturday night, at Wn'.lington, to railway men going to the front, Mr R. W. M'A 7 illy (chief clerk), as one of tho original officers, traced tho history of the institute sinco its inception in Auckland (says the Times). In those times, lie said, tho executive had tho same difficulty with tho management as now; but officers should remember to bo considerate in their demands. Otherwise the management was placed in a false position. The railway officers were hot yet being paid on the samo scale as other branches of-the public service, but it must be remembered that interest must bo earned on the £30,000,G00 inVested by tho country in tho railways. A policy of steady advancc was necessary, which shouJd result in the end in satisfaction to tho whole of tho staff.
