The question of the recognition of the Republic has been discussed by the diplomatic corps, and the feeling is general among the leading Powers that the time haa arrived to recognise the Government, but possibly recognition will be withheld unless China promises to give immediato attention to a reasonable settlement of all outstanding foreign questions.
