LONDON", February 18. In the course of a second speech during his Manchester visit, Sir E. Grey said that the Government intended to pre«rvc unimpaired its special relationships and friendships, hut nothing therein wan contemplated of an aggressive policy towards others, or precluded good-will being given to any. Wherever a suspicion of mistrust existed the Government was ready to clear it away. No nation, however, ought to be offended if Great Britain thought proper to maintain her navnl strength, so as to meet any probable or likely combination, otherwise, they would risk being struck down in their own house without power to resist. Their risk was the same as that from which some nations protected themselves with largo armies; they ought therefore easily to understand that they could not allow themselves to bo exposed.

The Foreign Minister denied telling anyone thai Germany wanted a part of Morocco or advising a propaganda with that object.
