CAPETOWN, February 8. (Received Feb. 8, at 11.26 p.m.)
In reply to a member's suggestion in tho Assembly, Mr Herteog stated that the reports regarding assaults' on the Rand had been exaggerated. ' The Government did not intend to instruct the judges to inflict the death penalty for attempted assaults.
Five thousand people attended a meeting at the Wanderers' Club in Johannesburg, and resolved that the honour of the white women must bo protected. The ■penalty for attempted raps should be death. Increased polico protection was imperative, and the gradual elimination of male natives as domestics was most essential. The details concerning the Pankalonga outrage show that the native went to the door pretending that ho was a messenger. He forced his admission to the house and seized the lady. A desperate struggle ensued, but the lady finally freed herself, procured a revolver, and shot her assailant dead.
