WSJM, August 28. The Board of Trade Committee of Inquiry on the supply , and training of boy seamen declines to wcommeud a suggested maximum grant of'£2s per boy to induce-ship-ownore to train 'untrained boys, Such a grant was only' justifiable in tho event of the number of foreigners in the mercantile marine becoming a, national danger. The Admiralty's witnesses declared that tho reserves' were adequate, and that, owing to il* tendency of the work aboard a warship, they would become more highly slcillcd. The utility of the mercantile marino as * recruiting gropd for tho navy would probably in Muro be limited. Tho committee is hopeful that the present tendency to a decrease in the foreign element would be maintained by an improvomciiD in sea life generally, also by the now language, test. It recommends, a capitation grant of £20 for cao|i boy prepared for seafaring in training ships, subject to oeitain specified conditions.
