The Right Hon. J. Lowther (C.), M.P. for the Thanct Division of Kent, is. dead. Ho was Parliamentary Secretary to tho Poor Law Board in lßtiS, Under-Secretary for the Colonies from 1874 to 187S, and Chief Secretary for Ireland from 1878 to 1880. : ••
