MORNINGTON BOROUGH COUNCIL.
TO THE EDITOR. Sin,—Your valued and irrepressible correspondent, Mr Mantz, has written you lately one of his characteristic lettorp, and given the planks of a programme, in number a baker's dozen, for the guidance of the Morniiigton Borough Council, but I do not think Jie has gone far enough, and with your permission I will add a few more in continuation—viz.: No. 14. All the streets in the borough must bo put in good order, with a footpath of asphalt on both sides. 15. Ijamps must be erected throughout the borough, to bs kept, lit at .night. 16. A good and efficient water supply must be provided and kid "on to cvory house. • IV. A fire brigade to be established and subsidised by tho council from the borough funds. 18. Every proposal must be first submitted to the ratepapors for their .approval, the council being merely {he servants of tho ratepapors. 19. No extra rates to be assessed.—l am, etc., ' ' Ratei-ayer.
