He did not object to the missionaries continuinj; their work. Besides Yuhsicn, the arrests have 'been effected in the Japanese quarter of Hsnchen Yi, a son of Hsutung, and Chibsin, a notorious Boxer leader and a member of the Tsung-li-Yamcn,
