Mr Bayard,, the American Minister in London, ha& informed Lord Salisbury that the Venezuela Commission is for the pnrpose of collecting facts, and not to arbitrate in the dispute. The American press emphasises this sabsiiience on the part of the States with some bittaroets. :' Washington, February 18. Mr Sroalley, tha well-fenown journalist, in an officially iaspired article suggests with regard to the Venezuelan Commission that England and America should cash continue the inquiry with tbe view of ascertaining the facta of tho case. The finding of the commission shonld form tba bads of subsequent negotiations, sod if the commistioners are equally divided the President of tbe Swiss Republic should nominate a fifth member. In the event of failure ths chief justices should decide. LoitDON, February 18. In the, Honsa of Comtnonu, Mr Atherley Jones, member for Darham, moved that tha dispute with Venezuela be referred to arbitration. Mr Ealfour said a discussion on the subject was premature, as grave issnos were awaiting settlement. The motion was withdrawn.
