This decision is the result of the Arundel case. Arundel applied for a license to enter upon the labour traffic, but Mr Ballauce refused it. The Imperial Act was mandatory, and the ActingGovernor issued the license upon his own discretion.' The matter was referred to Lord Knutsford, who decided that the ActingGovernor was quite right, but in all cases in future Governors must accept the advice of their Ministers.
