CITY COUNCIL.

The ordinary meeting of the City Counci was held yesterday evening. Present: The mayor (Mr Dawson), Councillors Carroll, Solomon, Sinclair, Hislop, Cramond, Lee Smith, Leary, Hardy, Barron, Gourley, Fish, and Kimbell.

COfiRESPOXDENCE,

The secretary of the Dunedin Tramway Company wrote drawing attention to the bad time kept by the Colonial Bank clock, which to be of any use should keep time with the Town Hall clock. Numerous complaints had been made by the public iv consequence.—Referred to the \\ orks Committee.

Inspector Weldon applied for ceneral authority for Sergeant-major Bevin "aud Sergeant ONeill to lay informations and prosecute in cases of breaches of the corporation bye-laws.— Ihe authority was granted. The hon. secretary of the Ro.slyn Fire Brigade applied for the use of a fire plug and water in Arthur street for the purpose of practising for the competition at Curiatcinrch.—Referred to the Water Supply Committee. Nutification was received Irom the Treasury of the intention of the G a eminent to cease making payments under the Crown an: Native Lands Hating Act aftur the closo of the present u'naucinl year.—Received. i

Mr C. K. Chapman again wrote urging that something should bo done towards the establishment of a public library.—Referred to ihe J Library Committee. J. W. Millies wrote calling attention to ihe dangerous condition of the cutting at the south end of Maitlaud street.—Referred to the Works Cnmmittee. Messrs Anderson aud Morrison wrote adhering to the withdrawal of their tender for labour aud materials, but offering to send au amended tender.—-Received. This matter again came up in connection with tho Water Committee's report. ■WOKS COMMITTEE'S REPORT. The Works Committee recommended n G. and J. A. Cook's letter regarding the slip at Melhuish's property in Dowling street, that the gap be filled up with facines and clay, held up by strong supports, at a cost not exceeding £50 He correspondence received from District Land Registrar regarding plan of part of Otago Harbour Board endowment situate below high-water mark between Union street and railway reserve which it is proposed to bring under the provisions of the Liud Transfer Act, that reply be forwarded stating that the council do not think it necessary that this plan should be submitted for the consent of the corporation.—Arrangements had beeu made with S. ll'Donald to take charge of North Dunediu weighbridge, Mr M'Donald paying £2 for one year and taking all fees, the corporation keeping the bridge iv repair aud adjusted.—Mr James M'Donald's tender for supplying cement of colonial manufacture at 12s 6d par cask had been accepted. Accounts amounting to £822 15s 3d hud been passed for payment.—The report was adopted. WATER SUPPLY COSIMITTEE's BEPORT The Water Committee reported that the tender of Auderson and Morrison for supplying certain labour and material during the year having been accepted prior to notice of withdrawal being received, they would be required to carry out the contract. The city surveyor had been instructed to repair the damage by lire to shelter and toolhouse at Ross' creek reservoir at a cost of £1 10s. Some discussion took placo upon the clause referring to Messrs Anderson and Morrison's tender, doubt being expressed by one or two of the councillors as to whether they had any power to enforce the fulfilment of the contract. The clause was consequently deleted and the question deferred until next meeting.

RESERVES COMMITTEE'S REPORT. The Reserves Committee recommended that the application of T. Paterson and Co. to lease ground flour of corporation premises iv Manse street (late M'Landress, Hepburn, and Co.) at a rental of £-15, for not less than three years, with renewal right, the council effecting alterations, be declined. They recommoaded the atfceptanca of Mr W. Lauglands' offer to lease allotment No 12, subdivision of Cattle Market Reserve, at £4 per annum, subject to surrender in the event of the allotment being leased for a term.

Cr Fish objected to the acceptance of Mr LanglaudV onVr for the market reserve allotment, urging that it would tend to depreciate the value of the other sections.

The clause was, after discussion, referred back to the committee, and the report as amended adopted.

GAS COMMITTEE'S REPORT. The Gas Supply Committee reported that a claim had been made on behalf of Mr R. Ed wards, of Cumberland street, for £25, for injury alleged to have been sustained by him in consequence of a leak in the Cumberland street gas main The committee had inquired into the matter, and declined to entertain the claim. I-INANCE COMMITTEE'S HEPOKT. The Finance Committee reported having passed accounts for payment (including annual contributions to city sinking fund, £920) es under:—Municipal account, £-1561 6s 3d; water £1573 17s 7d; gas, £1931 0s 3d ;—total, £8060 •is Id. The report was adopted. THE CEMETERY EXTENSION BILL. Cr Fish gave a short explanation of the proceedings in Parliament with respect to the North Duuedin Cemetery Extension Bill, referring to the strong opposition it had received in the Lower House from Mr James Allen, member for Dune-din East, and the unanimity with which the Government had also opposed it. He had never before seen a Government tnke so strong si stand over a purely local bill. Iv the Upper Houso nearly all the Otago members were against it, and they were really the cause of its being thrown out. His principal reason for mentioning the matter was that he thonght the council should now take some steps, either by refusing to bring the dead from outside districts or intimating that it was necessary now to provide by means of a public company for such burials. He moved that the matter be referred to a special committee.—Carried. MUNICIPAL COBPOBATION'S BILL. Cr Fish also detailed the negotiations in connection with the Municipal Corporations Bill, stating that the Government had undertaken to bring in a bill next session containing the clauses which it had been impossible to get passed in the hurry of the recent session. THE MAVOB'S SALAKV. His Worship having withdrawn, Cr Carroll took the chair temporarily, and Cr Lee Smith moved and Cr Leahy seconded—" That the mayor's salary for the ensuing year be fixed at £400." This was carried unanimously, and The Mayor on returning briefly acknowledged the vote. A PUBLIC MAHKET. Cr Hardy's motion —" That a committtee be appointed to take into consideration the propriety of establishing a market for the sale of produce," was, at his own suggestion, referred to the General Committee. NOTICES or MOTION. Cr Fish gave notice of the following motions for next meeting:— "That inasmuch as the Evening Herald Company have successfully tendered for the corporation advertisements at a very low price with the view of securing a monopoly of such advertising, it is unjust to that company that advertisements should be inserted iv any other Dunsdin papers. Be it therefore resolved that in future during the currency of the present contract no corporation advertisements bo inserted in any other paper."
